Proposals to redevelop the 80s blocks could be submitted in February.
Developers The Reef Group want to turn the offices at the Westbrook Centre into "world class" science and research facilities.
The four existing office blocks on Westbrook Drive, off Milton Road, would be demolished to make way for three new buildings.
These would range from three to five storeys in height and could create the equivalent of 1,075 full time jobs.
The Reef Group said there was still some "finessing" work to be done, but plans could be submitted "as soon as next month".
